The Public Procurement Department was established as a service department in all Ministries, Departments and Agencies (MDAs) of the Federal Government vide Circular Ref. No. HCSF/PSO/155/1/3 from the Office of the Head of the Civil Service of the Federation dated 31st March, 2008.
The Procurement Department occupies an important and strategic position in the implementation of Government Projects and Programmes in accordance with the Public Procurement Act (PPA), 2007. The mandate of the Procurement Department is to procure Goods, Works and Services using Government funds at the best possible cost to meet the needs of the Ministry in terms of quality, quantity, fitness to purpose and improve efficiency in the use of its scarce resources, while ensuring compliance with the Public Procurement Act (PPA), 2007. It also includes the disposal of Government’s unserviceable Assets.
1. Assessment and collation of the procurement needs of the Ministry;

Design and production of the Annual Procurement Plan;
3.
Price Intelligence (Market Survey) and research on all procurements to
ensure value for money;
4.
Advertisement and solicitation of Bids in compliance with Bureau of
Pubic Procurement (BPP) guidelines;
5.
Tenders processing and evaluation;
6.
Certification of all Capital and Recurrent Procurement;
7.
Secretariat of the Procurement Planning Committee (PPC) and Ministerial
Tenders Board (MTB);
8.
Perform oversight functions of the procurement activities of the
Ministry’s parastatals and procurement compliance monitoring on all
contracts/projects approved by the MTB and FEC;
9.
Processing of Certificate of Due Process “No Objection” to contract
awards for the Ministry and its Parastatals/Agencies;
10.
Liaison with the Bureau of Public Procurement (BPP) on procurement
related matters on behalf of the Ministry;
11.
Processing of procurement and its related matters for the Ministry and
its Parastatals/Agencies;
12.
Chairman, Board of Survey for the Disposal of the Ministry’s
unserviceable Assets;
13.
Database Management on Goods, Works and Services;
14.
Integrating its procurement expenditure into its yearly budget; and
15.
Upload/Update the Procurement Plan/Records of the Ministry into BPP’s
Nigerian Open Contracting Portal (NOCOPO).
Current
Events:
The Procurement Department has commenced the
procurement process for 2022 by the inauguration of the Procurement Planning
Committee (PPC) and the collation of the procurement needs from the departments
of the Ministry in line with the 2022 Appropriation. The department has gone
ahead to produce the Procurement Plan for the year in a bid to Advertise,
receive Bids, Evaluate, Award and monitor the implementation of the 2022
projects.
