The PPP Unit of FMITI was established based on the Federal Government Circular No. OHCSF/MS0/932/II/160 of 29th November, 2012, to effectively mobilize Private Sector resources for national development, and to engender faster execution of projects, efficient service delivery at reduced cost of projects execution thereby enabling the country fast-track development goals of the Federal Government. The reality of the national infrastructure deficit and paucity of funds for government’s projects informed the reason for the adoption of PPP procurement model.
Functions of the PPP Unit: (i) Identifying, prioritizing, selecting and developing framework for PPP Projects in compliance with the ICRC Act 2005 and National PPP Policy (N4P); (ii) Assessing the current status and performance of key infrastructure in relevant sectors; (iii) Assessing the policy, legal and institutional environment for involving the private sector in the provision of infrastructure; (iv) Assisting policy makers in developing the required strategies for increased private sector participation in infrastructure service including contract monitoring; (v) Negotiating/re-negotiating of all PPP Projects using financial models to ensure viability; (vi) Analysing all PPP Projects with a view to determining the participation of each party in the procurement arrangement; (vii) Evaluating projects in the capital budget and suggesting those that can be undertaken through PPP; (viii) Ensuring that all PPP projects are included in the mid-term expenditure framework of the MDA for continuity; (ix) Undertaking financial and credit risk assessment in all PPP transactions; (x) Assessing, evaluating and managing pre- and post-contract activities; and (xi) Any other assignment relevant to the functions of the Unit assigned by the Accounting Officer/Chief Executive Officer of the organization. Activities of the PPP Unit: a) Constantly liaising with the Infrastructure Concession Regulatory Commission (ICRC) on conceptualization, appraisal, negotiation and implementation of PPP projects for necessary advice and guidance; b) Evaluating unsolicited PPP proposals from private sector partners; c) Preparing Terms of Reference (ToR) for PPP consultants and Transaction Advisers (TA) to conduct PPP project screening analysis, Outline Business Case (OBC) and Full Business Case (FBC) studies and other PPP specific tasks; d) Ensuring effective knowledge transfer from TA to the PPP Unit and on the job training for PPP unit staff to ensure long term capacity development and retention of the PPP Unit staff; e) Reviewing PPP transaction studies i.e Outline Business Case (OBC), Public Sector Comparator (PSC), value for money and PPP risk allocation structures; f) Providing secretarial support to the Project Delivery Team (PDT) and Project Steering Committee (PSC); g) Attending the quarterly Public Private Partnerships Consultative forum (3PCUF) organised by ICRC and preparing quarterly progress report Current Events Several activities are ongoing and some are highlighted below: Ø Driving the process of establishing PPP units in all the parastatals under the Ministry; Ø Working with Bureau for Public Enterprises (BPE) and Infrastructure Concession and Regulatory Commission (ICRC) to drive the ongoing concession process of Tafawa Balewa Square (TBS) in Lagos; Ø Working with Bureau for Public Enterprises (BPE) and Infrastructure Concession and Regulatory Commission (ICRC) to drive the ongoing concession process of Independence Building Lagos; Ø Working with Afreximbank on the development of the African Medical Centre of Excellence; and Ø Engaging with Private Sector stakeholders to initiate PPP projects and processing such proposals to determine the viability and benefit to the Federal Government. 4. The Vision of the FMITI PPP unit is to be the Centre of Excellence in PPP project and programme delivery.
The Mission is to develop the Ministry’s projects and programmes into bankable/viable investment proposals, attractive to local and foreign investors.
The Head of the PPP Unit, in line with the establishment circular, is an experienced and competent officer on GL. 16 (a Deputy Director) in the Ministry. The Unit is composed of 2 professional ivisions/sections and a secretariat. The sections are PPP Project Development Section and PPP Project Compliance Monitoring and Evaluation Section. Both Sections are composed of professional staff under a section head on GL. 14. The Secretariat is composed of 3 pool staff from the HRM Department. Currently, the unit has 7 active technical staff and 3 secretariat staff. This is because some departments are yet to nominate representatives to occupy professional positions in the Unit.
